The General Counsel and Secretary of the Institute serves as the chief legal officer for the Institute, negotiating, writing, and executing agreements and contracts; providing legal counsel to the President and academic and administrative leaders; explaining legal language; and providing legal guidance on domestic and international joint ventures, and strategic partnerships.

Export controls are U.S. federal government laws and regulations that require federal agency approval before the export of controlled items, commodities, technology, software, information or technical assistance to restricted foreign countries, nationals/persons, and entities (including universities).
